Facilities-based Broadband Provider  - An entity that provides broadband services over facilities it owns, provisions and/or equips. These entities provide broadband services over their own 'local loop' facilities connecting to end users, or over unbundled network elements, special access lines and other leased lines and wireless channels that they obtain from other entities.
